South Orange Rescue Squad has served the County’s residents for more than 50 years, thanks to strong leadership. Our board – made up of squad volunteers and community members – and division leaders guide the organization to make sure we’re ready to respond when you need us.
Looking for a board to join?
Our appointments rotate, so we welcome new members every year. You don’t need emergency services experience or medical/healthcare credentials! We especially encourage candidates from traditionally underrepresented groups and members of communities affected by health inequities and barriers to accessible and affordable health services. Fred Stipe (Chair)
"I serve with SORS because we serve and support our community EVERY DAY.”
A Chapel Hill native, Fred is a longtime champion for the Squad. He has been a member of SORS since 1997 and has served multiple terms as a board member and board chairman. Fred is also a member of the UNC Community Emergency Response Team, the UNC Libraries Emergency Preparedness Committee and the UNC Libraries Disaster Response Team.

Jacques Morin (Treasurer) *
“Serving with the South Orange Rescue Squad allows me to contribute to a dedicated team committed to high professional standards and community service. It's an honor to empower and work alongside passionate individuals to make a real difference."
Jacques Morin is a leader in adult education and healthcare training, currently serving as the Senior Director of Professional Programs and Learner Services at Duke University. With over 20 years of experience, he has made significant contributions to emergency medical services (EMS) education, researching clinical decision-making to enhance patient outcomes and serving as Treasurer for the South Orange Rescue Squad. At Duke, Jacques oversees diverse programs for global learners and alumni, driving growth through strategic partnerships and leveraging innovative technology. A published presenter on critical pedagogy, he holds a Doctorate in Education from Vanderbilt University and is dedicated to advancing learning experiences that promote inclusivity and professional development.

Regan Fernandez (Secretary) *
"I support SORS because I have met some of my closest friends and have learned a lot during my time with this organization."
Regan joined SORS in 2019, working as an EMT on the EMS division and later joining the CPR division. She was a Lieutenant on the EMS division for 2 years and currently is the Operations Captain for EMS. Regan is a UNC Chapel Hill graduate and now works as a Paramedic for Orange County Emergency Services. She has served as the Board Secretary since late 2022.

Matthew Mauzy (Chief) *
A member of SORS since 1996, Matthew has served in various roles in the EMS Division and the Technical Rescue Team and has been chief since 2004. He's a certified swiftwater rescue, rope rescue and ICS instructor, and serves as the lead rescue tech for the Eastern section of the North Carolina Helicopter Aquatic Rescue Team. Matthew served on the Orange County Board of County Commissioners’ Emergency Services Workgroup and the Radio Tower Site Committee, and has been a firefighter, captain and safety officer for the New Hope Fire Department.

Parker Frankiewicz
“I joined SORS to explore whether medicine was right for me, but I stayed for the people, the shared purpose, and the commitment to serving our community. This organization shaped me as both a provider and a leader, and I’m proud to help ensure SORS remains a welcoming, supportive place for future generations of clinicians and community members alike.”
Parker joined the EMS division of SORS in 2019 as an EMT, and was elected to the Board of Directors in 2025. She earned both her bachelor’s degree in Neuroscience and Global Health and her Master of Science in Global Health from Duke University, where her thesis examined delays to acute injury care and financial toxicity in the Kilimanjaro region of Tanzania. Parker is currently a third-year medical student at Duke University, leading a multi-site capstone study on the impact of community interventions on bystander CPR in out-of-hospital cardiac arrest in Thailand. Her clinical interests include trauma, critical care, and acute care surgery, with broader research interests in global health, implementation science, and prehospital health systems.

Elliot Galdy
Elliot Galdy is a native New Yorker who moved to North Carolina in 1991 and now resides in Hillsborough with his wife, Susan Carlin Galdy, and their two dogs, Apollo and Sophia. They have three adult children: two daughters who live in Durham and a son in L.A. After retiring following 40+ years in advertising, marketing, and sales at Fortune 100 companies, as well as running a small business, Elliot now spends his time volunteering for SORS, the ESL program at Pleasant Green Methodist Church, the Orange County Animal Shelter, Beyond Fences, Ears, Eyes, Nose, Paws, and Bluestem Conservation Cemetery. Elliot was motivated to join the SORS board because of its vital importance to the community and to help ensure that SORS has the resources to continue its mission.

David Henson
“SORS changed me profoundly as a young person and inspired me to always look for ways to strengthen the community around me. I am honored to be able to return and serve again such an amazing organization.”
David Henson is a partner in the law firm of Henson & Fuerst representing property owners in eminent domain matters across the state. He joined the Board of SORS in 2025. David graduated from UNC Chapel Hill with a degree in Economics in 1995 and a law degree in 1998. He was a volunteer and member of SORS from 1991-1996 with both the EMS and Technical Rescue divisions. For the last 15 years, David has provided continuing education lectures to EMS agencies across the state on medico-legal topics.

Marie Rossettie
“SORS is an invaluable asset to our community. I’m humbled to be part of such an educated, talented and brave group of altruistic people.”
Marie is a certified medical illustrator and visual artist. She joined the Board in 2020 and is currently in her second term. Marie is a former member of the EMS Division and a current member of the CPR Division. She also serves on the Fundraising Committee. In her copious free time, Marie runs a small farm and artist’s retreat.

Matt Sullivan
“It is an honor to serve on the SORS Board of Directors. For over 50 years, this organization has provided exceptional service to our community.”
Matt joined SORS in 2020. He served our community for more than 32 years, in multiple public safety-related positions with the Town of Chapel Hill. His last 5 years of service were as Chapel Fire Chief. As a member of the Town’s executive team, he participated in the development and implementation of the Town’s strategic vision. Matt’s areas of interest within emergency services include response to large-scale community events, responder mental health, interagency coordination and cooperation, and the development of 21st-century emergency service leaders.

Glyn Tomkins
“The South Orange Rescue Squad’s volunteer-driven, community-centered mission resonates strongly with my own values of service and leadership.”
Glyn joined the SORS Board of Directors in 2024, bringing over 35 years of leadership and strategic decision-making experience. A dedicated community volunteer, he served as a scout leader in Chapel Hill for 13 years, founding the first girls’ troop in the area and leading multiple high-adventure expeditions, including international trips to Switzerland and wilderness backpacking in New Mexico. Recognized as an expert in wilderness survival, Glyn applies his skills in preparedness, risk management, and mentorship to support the life-saving mission of SORS. When he’s not volunteering, Glyn leverages his expertise in IT service management, cybersecurity, and project leadership to drive innovative solutions in his professional life.
